Window Server 2003 version confusion

I’m trying to sort out the licensing and different versions of Windows Server 2003. There are no less than a dozen versions — Web Edition, Standard Edition, Small Business Standard, Small Business Premium, etc., each with a laundry list of different limitations. Why do they make it so annoying to work with them?
